MISSION & VISION

NOCS Graffiti is an annual event that provides a safe and inspiring space for artists to express themselves through graffiti and street art. Founded in 2011 by David Picaso, also known as ZENSAY315, the event celebrates creativity, community, and the evolution of urban art culture.

Mission:
To cultivate a positive and supportive environment where artists can freely paint, connect, and share their craft with the community.

Vision:
To build greater appreciation for graffiti as a legitimate and influential art form, bridging the gap between street culture and the general public while empowering the next generation of urban artists.

Background

Supporting Hip-Hop Since 1994
Graffiti artist and tattooer David Picaso (ZENSAY315) has been an active figure in the graffiti and hip-hop community since 1994. As the curator of the Nightmare On Chicago Street Graffiti Event, he has helped transform over 268 feet of wooden panels between E. Chicago St. and N. Grove Avenue into a massive, collaborative canvas.

Through his leadership, the City of Elgin has been able to host and showcase talented graffiti and street artists from around the world—creating a lasting impact on the urban art scene and strengthening the bond between artists and community.
